To bring some transparency to this practice, SB709 requires that contracts disclose on the first page and enlarger type font of the rental agreements the the duration of the promotional pricing, whether the rental rate is subject to change, the maximum rental rate that could be charged during the first 12 months, and how the consumer can terminate the rental agreement and on a separate page, the owner's contact information.

It entails an enormous investment financially, emotionally, and in time, often for both the test-taker and their family. The failure of the state bar in administrating the February 2025 bar exam is unprecedented and unacceptable.

I received, and I know Senator Umberg also received, really, emails that were really detailed, so much trauma that these bar-takers went under, and many of whom were listed as failing the exam but they weren't even given a real opportunity to take it because of mistakes that occurred in the implementation of the software and beyond.

Each new revelation surrounding the exam raises concerns--raises concerning questions, including that AI was used to draft certain multiple choice questions. This information was not disclosed to anyone, including, astonishingly, the California Supreme Court.

Data brokers are intermediary companies that gather and sell personal information from online sources, often without individual's knowledge or consent.

These companies profit by creating detailed profiles of Californians, yet consumers have little visibility into what data is being collected and who is buying it. This builds on previous legislation, the California Delete act, which will allow consumers to request the deletion of of their data from brokers through a centralized System starting in 2026.

Simple acquisitions routinely take multiple years due to onerous and oftentimes duplicative requirements and review. The Department of General Services and the Public Works Board both face significant backlogs in processing acquisition packages from many state departments which impose an outsized burden on simpler transactions, incurring additional staff costs which can reach $90,000 per transaction.

In particular, the State Parks Department has amassed a backlog of simple, straightforward acquisitions, including 52 projects over 32,000 acres, and nearly all are to be donated. SB 30 would streamline state parks' real property transactions by removing duplicative reviews for simple acquisitions, allowing state parks to move more quickly, address pressing needs for park access, infrastructure, and operations.

In the United States, birth certificates serve as proof of an individual's age, citizenship, and identity. Under current law, a birth certificate has two components: a publicly available section containing items necessary to establish the fact of the birth and a confidential section containing medical and social information.

The public portion contains key details such as a child's name, place of birth, and information about the parents. The confidential portion includes data that the state and other government entities gather for demographic and research purposes.

The parents, child, and any person who is petitioned to adopt the child can obtain a copy of the confidential portion of the birth certificate so that information still is available to the child and their birth or adopted parents, if needed. Friends and classmates remember Don as the live wire of Philippine Science High School alumni community, someone whose hospitality and and warmth of spirit made everyone feel welcome. Once in San Francisco, he worked in his brother's law office of Rodell Rhodes before beginning his career with the City of San Francisco in 2003, where he served faithfully until his retirement, for over 20 years, in 2024. Thank you. Madam Speaker and Members, I rise today to honor the life and legacy of a giant in San Francisco politics and of this Legislature and a relentless advocate for, for those who had the least, John Burton. I first met John when I was serving on the San Francisco school board.

I remember reaching out to him to ask for his support and he told me to meet him at a cafe where he loved to meet folks in Delancey Street, a place that had supported people who had been in recovery, including John.

And I remember sitting down, I got there a little early and he walked in and he was on the phone and like he often was, he was screaming and yelling and cussing as he walked in. And of course I was a first time candidate, a little intimidated, not knowing what was going on.

And then after all of these cuss words came out, he ended the phone call with I love you and hung up the phone. And as he sat down, he immediately the tone came down, the warmth showed. And I realized that this was a person who was fierce in what he believed fought strongly.

But in his heart he was a kind man, a compassionate man who cared very deeply about the people who he fought for and, and the people who he loved. He was a straight shooter. He didn't waste words or cared about the niceties or pretense. He would tell you exactly how he felt.

I think there were some letters going around that we read where he used every cuss word under the sun and told exactly where he stood on your position. And then he would end his letter signing off with peace and happiness. That's who he was.

He was a no nonsense person whose style could sometimes be intimidating, but it came from a place of deep compassion. He didn't want politics for the sake of politics. He wanted results for the people who needed him the most.

John's work was rooted deeply in the City of San Francisco and he never forgot where he came from and never stopped fighting for his city or its people. He championed affordable housing initiatives in San Francisco and across the state, insisting that working families deserve dignity and stability.

He was well known as a fierce defender of children, especially those who had been through our foster care system. And he set up ways for them to be supported not only while they were in the system, but beyond.

He touched countless young people by ensuring that they had opportunities and that even if they face struggles as a youth, that they would have the support from him and from our state as they grew older. His bluntness was Legendary. His humor unmatched.

Like so many of us, I came into public service watching Senator Burton fight with a passion that was unmatched. He never pretended to be polished, but he was always authentic.

And his North Star was clear. Government should serve the people who need it most. Senator Burton showed us that politics isn't about showmanship. It's about results. Cal grants protections for foster youth, standing up for seniors, workers, and the poor. Those weren't abstract issues to him. They were people he cared about deeply.

He was famous for his bluntness, his humor, and sometimes his temper. But what always struck me was how much heart was behind all of that. If Senator Burton was in your corner, you knew it. And he stayed there. I remember those lunches at Delancey street.

And I will never forget some of the things he said to me about my service that kept me going in hard times. Quietly, behind the scenes, he helped countless people get back on their feet or find their way. He also reminded us that politics should be about more than partisanship.

Thank you. Madam Speaker, I rise to request that we. That we adjourn today in memory of Nina Chomsky, a fierce advocate for her neighborhood and the City of Pasadena. There's not a leader in Pasadena that is not deeply familiar with Nina and her work.

From her decades leading the Linda Vista, Annandale, and West Pasadena residents associations to her constant presence at City Council meetings, making public comments about a new development, or just keeping council Members on their toes. She was a true force of nature in the city, and she tragically died in a house fire a week and a half ago.

And what made it even more tragic was that I was actually in the neighborhood when it happened, and I saw the smoke and I saw the fire, and I had no idea that it was her home.

And I was with Nina just a couple weeks ago, and we were meeting with her and a group, Pasadena residents, about a piece of legislation here in Sacramento. And she was in that meeting, as she always is, gracious but firm, willing to listen, but ensuring that her concerns were being heard.

And so for her sudden passing after just being so involved in advocating for what we're doing up here really touched me. And I think that many of us are really deeply affected by her passing.

But what I will remember most about her is that she was proud of her neighborhood and she worked very hard to preserve its history and its character. And she was someone.

Whenever there was a noise complaint by a neighbor about an event at the Rose bowl, she would be the first one to deal with it and make sure it was heard. Whenever there was a proposed project that didn't include enough community benefits, Nina would lead the organizing efforts to make sure that neighbors concerns were being heard.

Many of us come from local government, and I think we know a lot of people like Nina who are very involved, very smart. They always make sure that their communities are going to be represented by getting in the weeds of the local issues and pushing local government officials and state government officials to do the right thing.

Nina was one of those people in Pasadena. And with her passing, we have lost a wise, critical and respected voice that actively spoke up for the needs of neighbors and residents across the city.

She is now gone, unfortunately, but her legacy lives on in the strength of the neighborhood groups she leaves behind and in the back of the head of every elected leader in Pasadena, including me. We will, whether we like it or not, find ourselves asking, what would Nina Chomsky say about this?

AB 1414 simply allows tenants to opt out of landlord-forced Internet. Californians are increasingly relying on high-quality Internet for their work, education, and daily lives. Access to service at the right speed and the right price has never been more critical.

While bulk-billing can sometimes result in discounted rates for Internet users, some landlords choose to pocket those discounts and even increase the fees, leaving our California tenants trapped without other options. It doesn't matter if you're a senior citizen, low-income, or a student; they have not been able to opt out of services.

AB 1414 ensures that renters across California can opt out of contracts that they did not agree to and contracts that failed to meet their needs. This very issue has already been addressed in other cities across our state and it is time for a consistent statewide solution.

This is a straightforward and tech-neutral bill, and we have verified that with the Department of Justice who has confirmed that the law existing, Section 3100 of the Civil Code, which is the Internet Neutrality Code, includes that broadband Internet services also encompasses any services provided to customers in California that provide a functional equivalent of that service or that is used to evade the protections set forth in this title.

This very issue also is addressing the guarantee that every tenant has the right to include their--I'm sorry--to choose their services at a level and level the playing field to ensure that people can find competitive prices.

If the Internet services provided by the landlord is affordable and meets the needs of the tenants, then they will keep the service. If not, they should be free to choose a provider that meets their needs and their budgets. There is a misconception that this bill exempts HOAs, giving a problem with equity.

The reality is that the Homeowners' Associations are property owners who have an opportunity to vote on whether they want to participate. Tenants still have an opportunity to opt out. My office has worked extensively with stakeholders, including spending the entire recess to make sure that this bill works for everyone.

I'm proud to say that many of those stakeholders still support this bill and we unfortunately were not able to choose to work with those who chose not to negotiate in good faith, underscoring the necessity of this bill to protect the rights of Californians.

Recognizing that special elections already operate on a compressed schedule, Senate amendments limited the applicability of the bill to regularly schedule the statewide elections. Ensuring that investor owned utilities don't use ratepayer money to fund lobbying, promotional advertising, and other activities that are for the primary benefit of shareholders. Because, you know, once you're disabled, you shouldn't have to go back every year and prove you're disabled. So that what's, that's what the bill's about. And it is back on concurrence. The Senate made amendments to recast the bill and incorporated feedback from transit providers. I respect the request an aye vote.

Extends the sunset on the license manicurious extension for three years so that stakeholders have adequate time to come up with a regulatory framework for the industry. And extends the commercial fishermen exception under AB5 by 5 years to maintain continuity in this industry. I respectfully ask for your aye vote.

Thank you Madam Speaker. I know it's really slay but this is really important to me because the medical risk industry is in need of emergency relief. I will be supporting AB 1514 but I have some serious concerns. This Bill extends a practice to treat one industry that is predominantly Vietnamese own differently from other building professions.

By once again putting an expiration date on their ability to act as independent contractor. The rest of the beauty industry has been given a permanent exemption to work as independent contractor. So a cosmetologist can paint nails at independent contractor permanently in statue but not a manicurist.

This year I introduced AB504 to make sure that manicurists receive the same treatment as other beauty professionals by eliminating the sunset and their independent contractor exemption. But Maidbi was denied a hearing. I am glad however, that at least we start the conversation.

I find it's very concerning that AB 1514 was negotiated behind closed doors with no input from legislatures or nail salon owners. Additionally, this Bill now requires a five year report on the manicurist industry regarding allegations of misclassification.

However, no other building profession is subject to this report, making the data biased without the ability to compare allegations across the building industry. It appears that the required report is simply aimed at proving a conclusion that has already been decided.

We are aware that the Vietnamese who own 82% of California nail salons believe that it is targeting them and their livelihood. So I will continue to fight for equal equal treatment under the law for a profession that has been ignored because the medical exemption expires this year.
