In 2008, Jeffrey Epstein was charged with sex trafficking children and the administration granted him a non prosecution agreement that provided blanket immunity to him and an undefined network of potential coconspirators.

Communities living near landfills deserve access to reliable information about conditions that may affect their health and safety.

On behalf of Assembly Member Bauer-Kahan, I rise to present 2084, which promotes cultural-- that promotes the continuity of services and prevents disruptions from California's nonprofit organizations. California's nonprofits provide vital service to our constituents, and the nonprofits rely on their status as tax-exempt organizations to remain even operable. Recently, there's been a noticeable increase in rhetoric regarding tax-exempt status of nonprofit organizations, creating uncertainty.

Under current law, when the federal status is stripped, the California Franchise Tax Board is required to immediately revoke the state tax-exempt status of these organizations. AB 2084 gives the Franchise Tax Board authority to use its discretion to maintain state income tax-exempt status for 501[c][3] nonprofits if the federal revocation occurs for reasons not related to legal eligibility for revocation. AB 2084 is narrowly crafted. It does not expand eligibility or reduce oversight. It simply preserves status for organizations that already follow the law. I respectfully ask for an aye vote.

Thank you, madam president. On behalf of Assembly member Isaac Brian, I present AB 1655. This CalWORKs program is designed to protect children's basic needs when families are struggling financially. The program provides modest monthly cash assistance to help pay for food, rent, clothing, and other essentials. However, when the child is temporarily absent from the home for longer than thirty days, that support can be reduced or eliminated.

There are some exceptions. For example, if the child is in the hospital, they are considered temporarily absent for the duration of their stay, even if it passes thirty days. However, for some families who have have their children detained and arrested by ICE and held in a facility for longer than thirty days, they can lose the critical safety net that they need and deserve. This bill protects struggling families when their children are taken by ICE.

Thank you, madam president and colleagues. I rise to present AB 1743 on behalf of Assembly member Wicks today. This bill allows specified local government, state agencies, and universities to request firearm trace data from the California Department of Justice. Trace data, the data points tracing the flow of a firearm from construction or importation to the first point of sale is a powerful tool that can link suspects to crimes, identify traffickers, and uncover patterns in the sources of guns that cause harm in our communities.

The California DOJ maintains a database with trace data on all prime guns recovered in California.

And under existing law, they can share that data with local law enforcement as part of an investigation in real time. Previous legislation also allows data sharing with the California Firearm Violence Research Center at UC Davis. By expanding the number of trusted partners that can request this data, AB 1815 will amplify the impact that it can have on public health and safety as we all work together to continue reducing gun violence in California. With that, I respectfully ask for a nigh vote.

Madam president, while I respect the intent of this bill, the guns that you are trying to trace are bought on the black market or illegal in possession, Not usually by, I think it's like less than one tenth of 1% of legal firearm owners that would follow this trace issue into crimes, because of the background checks and everything you have to go to go through in order to possess a firearm.

AB 2011 protects existing federal mental health parity standards, an issue near and dear to my heart as the author of SB 855. In 2020, we passed that law to strengthen California's Mental Health Parity Act, and it is leading to great results for for Californians.

Last year, the Trump administration recklessly stopped enforcing federal protections that require insurers to provide equal access to mental health and substance use disorder care. Although California has continued enforcing these regulations, the state's authority to do so could be revoked if the federal protections are rescinded.

AB 2011 enshrines these protections in California law so state regulators can continue to enforce parity requirements as they currently are doing so no matter what changes occur at the federal level. The bill does not expand covered benefits, create any new mandates, or impose any new duties on regulators. Senate amendments clarify the specific regulation CDI and DMHC must refer to and ensure that departments are providing guidance for health plans. Respectfully ask for an aye vote.
