Urgency: No State Mandated Local Program: No Reimbursable: No
SUMMARY:
This bill directs the California Workforce Development Board (CWDB) to convene and lead a multi-agency task force with the goal of resolving inconsistencies among performance measures for the state’s workforce education and training programs.
FISCAL EFFECT:
Annual ongoing General Fund (GF) costs of approximately $250,000 to convene and oversee a multi-agency task force.
COMMENTS:
- Workforce education and training programs. Workforce training and education programs are spread across multiple state agencies and education institutions. In 2016-17, state agencies will have received more than $6 billion in state and federal funding to administer nearly 30 workforce education and training programs. Many of these programs are run through community colleges and schools, and they rely primarily on state funds to support these programs. In addition to schools, the Employment Develop Department and the Department of Social Services also receive significant funding for workforce development programs. CWDB develops an overarching strategic workforce plan every four years, and this plan is intended to serve as a framework for the development of policy, spending, and operation of all workforce programs in the state.
- Workforce development performance metrics. According to an August 2016 report from the Legislative Analyst’s Office (LAO), outcome measures have not typically been standardized. State and federal laws have required service providers to report different types of outcomes, and it’s difficult to aggregate data across different programs. LAO concludes that these data differences make it hard to assess California’s workforce training and education system’s performance.
- Purpose. According to the author and the bill’s supporters, AB 849 will address the issues raised by the LAO report by convening a task force that can standardize workforce participation outcomes and measures across California’s many workforce education and training programs.

ABPCA Bill Id:AB 849 (

SUBJECT: California Workforce Development Board: task force
SUMMARY: Directs the California Workforce Development Board (CWDB) to convene and lead a task force with the goal of resolving inconsistencies among performance measures for the state’s workforce education and training programs. Specifically, this bill:
- Requires that the task force consist of 12 members, including a representative from each of seven state departments.
- Requires the task force to consult with workforce and economic development officials, employers, and other agencies that administer workforce programs, as specified.
- Requires the task force to provide specific recommendations to the Legislature on or before an unspecified date.
EXISTING LAW:
- Establishes California Workforce Development Board is the body responsible for assisting the Governor in the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems to the needs of the 21st century economy and workforce.
- Prescribes specific tasks with which the board assists the Governor, including the development and updating of comprehensive state performance accountability measures, including state-adjusted levels of performance, to assess the effectiveness of the core programs in the state as required under specific federal law.
FISCAL EFFECT: Unknown
COMMENTS: According to the LAO[1] “historically, state and federal laws have required service providers to report different types of outcome information even for similar workforce programs with comparable goals. Such differences frustrate efforts by providers, state agencies, and the Legislature to aggregate data across different programs, compare program outcomes, and assess the overall system’s performance. Such differences also increase providers’ and state agencies’ administrative burdens.”
According to the author this bill seeks to address one of the LAO’s recommendations and can lead to implementing the other two recommendations that address the data linkage issues and using the resulting data to inform policy and budget decisions.
The sponsor of this measure, the Sacramento Regional Builders Exchange states that this bill directs the CWDB to study and report on potential approaches for replacing existing agency–to–agency agreements with a statewide, streamlined data–linking system for all workforce programs in the state. Once the new system is in place, state agencies and workforce providers must contribute and participate in it. Also, this bill seeks to convene a task force to adopt common workforce participation and outcome measures and require all the state’s workforce programs to collect and report standardized data for those measures. Finally, the sponsors hope that with review of these reports it will lead to taking program results into consideration when adjusting/aligning workforce budgets and refining state workforce laws.
The author and sponsors intent of this measure is to align billions of dollars in state and federal funding to administer the numerous workforce education and training programs.
