Assembly Standing Committee on Appropriations

Good morning, everyone. Welcome to the May 16 Assembly Appropriations Committee hearing. We have two bills to consider this morning. As part of our regular order hearing.

We encourage the public to provide written testimony before the hearing by visiting the Committee's website at Apr Dot Assembly.ca.Gov.please note that any written testimony submitted to the Committee is considered public comment may be read into the record or reprinted. The hearing room is open for attendance.

We will accept public comment on any Bill placed on the suspense file by the Committee today and for which the author waived presentation before the close of a regular order hearing. Testimony on any such Bill will be limited to a statement of name, organization, if any, and position on the Bill.

The Committee will allow no more than 40 minutes of testimony in total. As you came into the hearing room today, the sergeants directed your attention to the rules for public attendance and participation which were posted outside the door. I encourage Members of the public who are in attendance to be aware of and observe those rules.

Before we start with the 668 bills on the suspense file, I want to thank the Committee staff, the very hard working Committee staff, and our Republican staff for their hard work on this. It's a pretty daunting process, and this is my first time as the appropriations chair.

I got to lift the hood under this process, and it is a lot. So it's very much appreciated. All the hard work of everyone who puts their time and effort into this. And we even had a baby arrive on the way. So we have a suspense calendar baby who was born last week.

Nikita, I hope everything's going well with breastfeeding and all the other important things that are way more important than all the other stuff we do here.

I also want to thank the speaker's office, the assembly sergeant's office, the information technology personnel, and many of the others who helped ensure the democratic process continues as we transition to the situation that we are incoming out of COVID it seems like things are getting back to normal.

I also like to thank my Vice Chair for her cooperation and support. Thank you, Miss Sanchez, for your dedication and work. And I want to thank my colleagues here on the Committee for their work. And of course, my colleagues who have all submitted bills to the landed their bills here in the Assembly Appropriations Committee.

You know, I don't think I have to tell you all. It's a very difficult budget environment that we are in this year. Certainly the worst that I've ever seen in my tenure in the Legislature. And so we had to make some very difficult decisions based on that.

And I will say the budgetary concerns were top of mind as we made decisions about these bills. Those constraints were very present in all the conversations about the bills that we had. You know how we're going to organize the conversation today.

It's organized by alphabetical order, by authority, with 14 bills authored by Assembly policy committees listed at the end of the agenda. An electronic copy of the agenda is available online at the Assembly Appropriations Committee website, which is located at Apro Dot Assembly Dot ca.Gov dot.

There are also a limited number of hard copies in the hearing room as well. Later this afternoon, following today's hearings, the Committee will post the results of the suspense file hearing on the website.
