Senate Standing Committee on Appropriations

The Senate Committee on Appropriations will now come to order. So good morning everyone. Today, we are holding our hearing in room 2200 of the Old Street Building. We are also live streaming the hearing so members of the public, senators, and staff have the option to be here in person or to follow along remotely.

As a reminder to everyone, today's hearing consists only of items that are on the suspense file. All of these measures have already had a hearing by this committee with an opportunity for public testimony. As noted in the Daily File, the suspense file hearing is a vote-only hearing with no testimony.

I'd like to thank my fellow senators, their staff, and especially my staff on the Appropriations Committee for all of their assistance and hard work on these important measures. I would also like to thank our Vice Chair, Senator Seyarto, and his fiscal consultants for being good partners in the process.

The state is facing a significant budget deficit, and with that in mind, the committee had to make difficult choices on a number of bills to reduce costs. These decisions have been made after careful analysis and consideration.

Additionally, it is the first year of a two-year session, and there are a number of measures that are with the committee that will need more work in order to achieve success. With that in mind, I will be announcing some measures as two-year bills.

I recognize the importance of these bills and, rather than holding them on suspense, we wanted to provide additional time and an opportunity for Members to continue to engage with stakeholders and the administration to refine the measures. They will all remain eligible for action by the committee in January, prior to the house of origin deadline.

Before we commence, I'd like to make a few brief announcements about how we will proceed so that the public, members of the legislature, and staff can follow along. We will be moving quickly through the agenda alphabetically in author order.

Pay close attention, as we will only be addressing measures that will be up for a vote this morning and a select few two-year bills. If you don't hear me take up a particular measure, that bill is held under submission.

As we go through the agenda, I will announce the author, the measure number, and provide a brief description of any amendments to the measure before we take the vote. Following the hearing, we will be posting the hearing results and the actions taken on each of these measures on the Senate Appropriations Committee website at www dot s-a-p-r dot senate dot California dot gov.

In addition, for any bills that are being amended today, we will be posting an addendum analysis, which includes a summary of the amendments and the revised fiscal impacts of the amended bill. These should be available online within an hour of the hearing's conclusion.
