Senate Standing Committee on Appropriations

The Senate Committee on Appropriations will now come to order. Good morning, everyone. Today we're holding our hearing here in room 2200 of the O Street Building, and we are also live streaming the hearing today.

So Members of the public Assembly Members and Senators and staff have the option to be here in person or to follow along from a distance.

I would like to start things off by thanking all of my fellow Senate Members here today, their staffs, and especially the staff of the Appropriations Committee, for all of the assistance and hard work on these important measures.

This is really a lot of work to go through every single Bill that has come from the Assembly and to carefully analyze its cost if it should move forward, and it took a significant amount of work. I also would like to thank our Vice Chair, Senator Syrto and his fiscal consultants for being good partners in this process.

As a reminder to everyone out there, today's hearing consists only of items that are on the suspense file. All of these measures have already had a hearing in this Committee with an opportunity for public testimony. So as noted in the daily file, the suspense file hearing is a vote only hearing with no testimony.

Since this is the first year of a two year session and there are a number of measures that are with the Committee that will need more work, we will be announcing some measures as two year bills.

What this means is that there's a recognition that the bill is important and rather than holding them on suspense, which means it's the end of the bill, we wanted to provide additional time and an opportunity for Members to continue to engage with the stakeholders and the Administration to refine these measures.

Some of these measures have a lot of moving parts and we always appreciate when people continue to have discussions about the bills to see if they should move forward. All of these two year bills will remain eligible for action by the Committee next year.

So before we commence, I'd like to make a few announcements about how we're going to proceed so that you understand both the public and Members of the Legislature and the staff can follow along. Because we're going to be moving very, very quickly through the agenda alphabetically in author order.

So pay close attention as we will only be addressing measures that that will be up for a vote this morning and a select few two year bills. If you don't hear me take up a particular measure, that bill is held under submission, which means it's not moving forward.

As we go through the agenda, I will announce the author, the measure number and provide a brief description of any amendments to the measure, if there are any in order to before we actually take up the vote. So any vote of this Committee, it requires four votes to move it forward.

And the fact that any of us vote for an item in Committee today does not mean that that particular Member is necessarily going to vote for the item on the floor. I just want to make that very clear because today is a process. And.

Many of us may have different opinions by the time it gets to the floor and so want to get that out there. Following the hearing, we will be posting the hearing results and the actions taken on each measure on the Senate Appropriations Committee website at www.sapr.senate.ca.gov. let me repeat that again, www.sapr. senate.ca.gov.

so that way, if you miss something, you can look it up and feel more comfortable that you can see it in print.
