AB754 Connolly for concurrence and Senate amendments. We will have two main witnesses in support and opposition if needed.

    Good Morning Chair and Members. Thank you for hearing this sole item. AB754A district specific bill that updates the floating home residency law in Marin county to address leasing infrastructure challenges unique to floating home communities in Assembly District 12. AB754 addresses unintended consequences related to previous legislation.

    AB252 which was passed in 2022 in response to unprecedented rate hikes at Barnhill Marina in Alameda. AB252 created the first ever renter protections for floating homeowners for Alameda, Contra Costa and Marin counties. After it passed, however, it became clear AB252 structure simply didn't work in Marin.

    Marin's floating homes are literally built differently than in the other counties with concrete barges that require long term leases to accompany mortgages. And Marina's had a long standing tradition of issuing these long term leases with annual increases tied to CPI.

    In response to AB 252, Marin's marina owners shortened leases amidst financial uncertainty as they lost key turnover, rent revenue and could no longer Fund infrastructure improvement. So over the last two years I've worked closely with our county supervisor, county staff, marina operators and floating home residents attending dockside events, joining community meetings and listening carefully on the ground.

    This effort led to this Bill. AB754 a local solution developed and refined over two and a half years with extensive input from both sides. Want to thank Chair Haney, his staff Members of the community for hearing this bill.

    We were waiting for the completion of a community wide survey in April to gauge support for the changes in AB 754, which is why it was amended later in the session.

    The floating Homes Association held dozens of meeting at all docks which resulted in the community wide survey in April, confirming 93% support from residents and all five marina owners.

    The result is AB 754, a carefully negotiated update to the prior bill, AB 2532 that preserves strong renter protections while ensuring marinas remain financially viable and capable of sustaining critical infrastructure improvements. The bill has no opposition. No. No votes to date, and has received overwhelming bipartisan support.

Apologies for not having to go through the regular process, but as the Assemblyman was noting, the bill is not before you without every single affected homeowner in Marin having an opportunity to read the bill and provide comment.

    They didn't want to bring anything to you or to their Member without having local support, which they do. This is something that they've been trying to address for over two years. It's. And what's before you is supportable on all sides. All five marina owners are on record in support.
