Thank you, Mr. Speaker. Sadly, I rise to adjourn the State Assembly in the memory of Norco Council Member Ted Hoffman, who passed away at his home on Wednesday, February 22. Councilman Hoffman grew up on his family's dairy farm in Eastville, graduating from Norco High School in 1970 and lived in the area most of his life. 25 years ago, he moved to Norco, attracted by the friendly people and animal-keeping lifestyle.

Councilman Hoffman served in the United States Army and Army Reserves, military, police and civil affairs unit. Assigned to the 6th Army and United States Army Forces Command from 1972 to 1977 during the Vietnam War. He joined the Riverside County Sheriff's Department in 1986, where his assignments included corrections, courts, patrol, crime prevention, narcotics, and homicide investigations. Councilman Hoffman achieved the rank of sergeant and was a patrol supervisor in contract cities throughout western Riverside County. He served with the sheriff's office for 26 years.

In addition to his passion for rodeos and equestrian events, Councilman Hoffman enjoyed cheering for the Los Angeles Dodgers and spending time with his wife of 46 years, Jean, their daughter Tara, and their grandsons, Logan and Benny. I knew Councilman Ted Hoffman. He was a friend. He loved Norco and was proud of all the people and traditions of Horstown, USA. I was texting with him just a couple days before he passed. It was unexpected, and I got a notice during a Committee hearing, and so we're saddened.

He was a great leader in the community. He was a friend, and I will miss him. I know Norco will miss him, and I ask that we adjourn in his memory. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Members, I rise to adjourn in the memory of Catherine Vail Bridge. Catherine, or Cappy, was a WASP pilot and public servant who helped to find the city of Rancho Cucamonga, and she died peacefully on December 6, 2022, in the company of her family. She was 102 years old. Catherine was born in 1920 in San Diego, where her father, Albert Vale, owned a chemical manufacturing business and grew up in Oakland, where her father relocated the family to start a second business.

Her first political activity was distributing information flyers to voters in East Bay after school to support her father's efforts to preserve the park's 1st 2100 acres. From this early success, she developed a lifelong interest in local government, and from her father, she inherited a profound appreciation of natural beauty and a passion for the preservation of parklands.

She is remembered for her dedication to her community and is described as a strong, insightful person who did not do anything for her own self-aggrandization but only for the love of providing for others. She was critical to the founding of the city of Ranch Cucamonga, which is located in the 50th Assembly District. She developed that passion for local government from a young age as working with her father.

After graduating from high school, she studied political science at the University of California, Berkeley, where she met her husband, Art. It said that on one occasion, they were out on a date, and she said, "What would you like to do?" He looked at her, he says, "Let's get married." That's what they did. She began a career in aviation, first as a personal assistant to Jacqueline Cochrane, who helped create the Women Air Force Service Pilots Program, known as WASP.

She eventually became a WASP pilot and later worked for the Civil Aeronautics Authority, which focused on training military pilots who were transitioning to civilian aviation. Catherine and Art started a family in the city of Alta Loma, where she further committed herself to her community. She worked for San Bernardino County Parks and Recreation and joined the Assistance League of Upland. In 72, while pursuing her master's degree in Claremont College in government with an emphasis on local government.

She served on the board of the Tricity Municipal Advisory Council for the Communities of Cucamonga, Alta Loma, and Etiwanda, and it is here that she successfully became a co-founder of the city of Ranch Cucamonga. In December of 1978, Mayor Dennis Michael of Ranch Cucamonga shared that she lived an extraordinary life dedicated to civic engagement and to preserving the natural beauty that Rancho Cucamonga is known for.

In 2010, she received a congressional gold medal in recognition of her position as a WASP pilot, which has been documented in the Library of Congress. Catherine passed away on December 6, and she is survived by her three children, Elizabeth, Arthur, and Richard, seven grandchildren, 10 great-grandchildren, and a community that loves her. Members, I request that we adjourn in memory of Catherine "Cappy," Vail Bridge.

And thank you, Mr.Speaker; this morning, I rise in the memory of Darlene Acosta, a beloved and admired Council Member from King City in the county of Monterey. Council Member Costa lived her life in service of others, always advocating for the South Monterey County community and, in particular, our at-risk youth in the Salinas Valley. She was elected in 2014. She served as a liaison to four cities for peace, the Comprehensive Plan to End Youth Violence, the community task force, and several other boards and commissions.

And though she will be sorely missed for her work on behalf of the southern part of Monterey County, of our region, and our community, she will not be forgotten. I ask that we adjourn in her memory. Thank you, Mr. Speaker.
