SB 427 would eliminate cost sharing and reduce access barriers to pre exposure prophylaxis, otherwise known as prep and post exposure prophylaxis. Pep in health insurance coverage. Thank you Mister speaker. Today I rise to request re adjourn in memory of Stephen Big Papa Manzanares, World War Two veteran, loving husband and father. Born December 261928 to Joseph and Luis Manzanares, Steven Manzanares passed away peacefully at home on February 20, surrounded by his family at the age of 95. He was a cement mason by trade, which he learned as a young boy when he and his brothers worked for the family business. Joe Manzanares and son Samantha.

A veteran of the US Army, Stephen enlisted at 17 and after basic training was stationed at Fort Benning, Georgia. He was a Member of the 82nd Airborne and the 504th Parachute Infantry Regiment known as Devils in baggy pants. He was also a Member of the Hispanic Airborne AM Vets post 113 and the 82nd Airborne Association's Reuben Tucker chapter. After discharge from the US army service, he returned to Pomona where he married his sweetheart Dora Martinez, and they raised their five children.

He worked in the construction, traveling throughout the state, but always returned for seasonal employment at the Los Angeles County Fair in Pomona, where he worked before his army service at the LA County Fair, he started as a laborer with the Laborers International Union of North America Local 806. He became a grounds foreman in 1972 and was the first person of color to hold a permanent supervisory position in the LA County Fair's history Stephen stayed with the Los Angeles County Fair until he retired.

He served as a Member of the Committee to approve and build the award winning Sharkey and Cherryville parks in Pomona, and at 1.0 was even the community spokesperson for both parks. One of the many reasons to celebrate Stephen was the strength and dedication to his wife, Dora through their 67 years of marriage, especially after her diagnosis with dementia.

After he was diagnosed, he spent hours sitting with her on their porch, reminiscing about their life, listening to music and enjoying the love of dancing until her death in 2017. Another reason we celebrate Steven is his dedication to the country and fellow service Members. Stephen, who was recognized as my veteran of the year in 2015, was part of the honor guard detail that volunteered at dedications, ceremonies and conventions around across the country.

He took part in ceremonies at Arlington Cemetery and the 50th anniversary of Pearl harbor in Hawaii and the 82nd Airborne in Washington, DC. But with all of Stevens participating, he took the most pride in rendering final honors for veterans funeral services, which he did for more than 30 years. Steven Big Papa Manzanares was a special person not only to the Pomona community, but also to me and my family.

He made many contributions of time and energy to the neighborhood improvements for youth and families and was a loving and engaged man who taught his children, grandchildren and great grandchildren the value of hard work and community service. His life of public service made a difference to all those who knew him. He would truly be blessed. I respect the joining memory of Big Stephen Papa. Thank you.
