Good morning, Chair Cervantes and Members of the Committee. I'm Adán Ortega. I'm with the California Association of Mutual Water Companies here to respectfully oppose SB 1291 unless it's amended. The author has agreed to work with us on amendments, though those amendments are not reflected in the bill.

The bill creates significant and ongoing cost pressures for small nonprofit mutual water companies and the communities they serve around the state. The true fiscal impact is far greater than what is currently reflected in the analysis.

Additionally, the bill requires mutual water company only assessment by the State Water Board, duplicating many costs. This increases state cost pressures and workloads that already exist through existing programs like the SAFER program that are structured to identify and prioritize the needs of all water system types. The state's challenge is not identifying problems. It's delivering resources efficiently.

There's an ongoing consolidation study, for example, in the author's district that this would duplicate the cost for. And also we believe that the identified $2.5 million cost of implementing this bill is far less, given that it would apply to a thousand mutual water companies around the state. For this reason, we respectfully urge the committee to hold SB 1291 on suspense unless it's amended. Thank you very much.

I'm a hearing aid dispenser for twenty four years, a board certified hearing instrument specialist for nineteen years, and an audio prosthodologist for the last, thirteen years.

I also represent International Hearing Society, which we are a chapter of. We are in support of this bill, but there has been amendments that we've given to the author, more technical its in nature. The FDA redefined a hearing aid, in 2022, so we feel like that should be something that is in the California law as well because there's now prescriptive hearing aids and over the counter hearing aids, if you're if you may be aware.

Also, the International Hearing Society is accepted as an education provider for 37 different states. We would like them also to be added into.

I'm here to present on behalf of SB 1089. The rising prevalence of chronic weight disease represents a substantial burden financial burden of care for CalPERS and in medical costs and reduced labor. This includes increased rates of obesity, diabetes, and related disease costs.

SB 1089 will help cut costs to CalPERS by reducing the vulnerability to cancers and core morbidities related to obesity such as diabetes by ensuring that state public employees who are at a 30 BMI or higher have access to weight loss drugs including GLP ones. SB 1089 will also reduce costs by requiring Cal Rx to enter into partnerships resulting in the production or acquisition of at least one GLP one med medication.

This would result in more people becoming healthier and reducing overall health costs. I would like to also share that I'm looking forward to working with the industry and the committee, to further some amendments that will be coming forward which was my purpose of speaking today.
