SB 702: State vehicles: bicycles.
- Session Year: 2017-2018
- House: Senate
- Latest Version Date: 2017-09-19
Existing law requires the State Energy Resources Conservation and Development Commission, the Department of General Services, and the State Air Resources Board, in consultation with other state agencies deemed necessary, to develop and adopt fuel-efficiency specifications governing the purchase by the state of motor vehicles and replacement tires that, on an annual basis, will reduce petroleum consumption of the state vehicle fleet to the maximum extent practicable and cost effective. Existing law also requires the Secretary of the Government Operations Agency, in consultation with the Department of General Services and other appropriate state agencies that maintain or purchase vehicles for the state fleet, including the campuses of the California State University, to develop and implement a plan to improve the overall state fleets use of alternative fuels, synthetic lubricants, and fuel-efficient vehicles by reducing or displacing the consumption of petroleum products by the state fleet.
Existing law requires a state agency that has under its jurisdiction or control a parking facility that is available to state officers and employees and to private persons who desire to conduct business with a state agency, to construct, operate, and maintain bicycle and moped parking facilities for the use of bicycle and moped riders.
This bill would require the Department of General Services to expand the State Employee BikeShare Program to state employees throughout the state at any location that the department determines that it is feasible and reasonable to do so. The bill would require the department to prepare and administer a program that offers state employees the ability to use bicycles during the workday, as specified.

DIGEST:
This bill requires the Department of General Services (DGS) to expand the State Employees BikeShare Program (Program) to state employees throughout the state, as specified.
ANALYSIS:
Existing law:
- Requires the State Energy Resources Conservation and Development Commission, DGS, and the State Air Resources Board, in consultation with other state agencies, to develop and adopt fuel-efficiency specifications governing the purchase by the state of motor vehicles that will reduce petroleum consumption of the state vehicle fleet to the maximum extent practicable and cost effective.
- Requires the Secretary of the Government Operations Agency, in consultation with DGS and other appropriate state agencies that maintain or purchase vehicles for the state fleet to develop and implement a plan to improve the overall state fleet’s use of alternative fuels, synthetic lubricants, and fuel-efficient vehicles by reducing or displacing the consumption of petroleum products by the state fleet.
- Requires a state agency that has under its jurisdictions or control a parking facility that is available to state officers and employees and to private persons who desire to conduct business with a state agency, to construct, operate, and maintain bicycle and moped parking facilities for the use of bicycle and moped riders.
This bill:
- Requires DGS to expand the Program to state employees throughout the state at any location DGS determines that it is feasible and reasonable to do so.
- Requires DGS to prepare and administer a program, consistent with the provisions of this bill that offers state employees the ability to travel to nearby, meetings and run errands on a bicycle during the workday.
- Requires that a participant of the Program shall be provided with a bicycle, helmet, and bicycle lock.
- Specifies that no more than three sites shall be created per year.
Background
Purpose of the bill. According to the author, “this bill seeks to encourage greater use of bicycles by state employees. DGS has a BikeShare Program that just started in Sacramento. Employees are able to sign up for a bike and use it to travel around Sacramento to conduct business. This program offers a lower-cost, healthier mode of transportation than cars and also helps reduce greenhouse gas emissions. While DGS might be able to replicate the bikeshare program in other cities, codifying this in statute will provide certainty that this program will continue.”
BikeShare Program. DGS currently offers state employees working in the Sacramento area the ability to travel to nearby meetings and run errands on a bicycle during the workday. All state employees can participate in the Program. However, to become eligible, employees are required to complete the state employee online safety training, and sign a liability waiver and release agreement.
Once employees complete the orientation, employees are then required to complete an online reservation. After the reservation is completed, employees can pick up their bicycle at the State Garage dispatch office located at 1416 10th St., Sacramento. Employees are required to provide their state ID badge. Staff provides a helmet, which the employee is required to wear, a bike lock, and key.
The Program is funded from existing DGS overhead funds.
FISCAL EFFECT: Appropriation: Fiscal Com.: Local:
According to the Assembly Appropriations Committee, one time BikeShare startup costs to DGS of $12,000 per location for bicycle and equipment purchases and maintenance service contracts. New programs would be limited to three new locations per year, thereby limiting annual startup costs to $36,000.
Additionally, ongoing annual costs to DGS of $138,000 for one Associate Governmental Program Analyst within the Office of Fleet and Asset Management to manage multiple bike share programs statewide.

SUMMARY: Requires the Department of General Services (DGS) to expand the State Employee BikeShare Program (BikeShare) throughout the state, as specified. Specifically, this bill:
- Provides DGS discretion to choose locations for new BikeShare sites.
- Sets a maximum of three new sites per year.
- Requires BikeShare to provide a participant a helmet and bicycle lock when renting a bicycle.
EXISTING LAW requires state agencies with parking facilities to include bicycle parking.
FISCAL EFFECT: According to the Assembly Appropriations Committee:
- Onetime BikeShare startup costs to DGS of $12,000 per location for bicycle and equipment purchases and maintenance service contracts. New programs would be limited to three new locations per year, thereby limiting annual startup costs to $36,000. (Service Revolving Fund)
- Ongoing annual costs to DGS of $138,000 for one Associate Governmental Program Analyst within the Office of Fleet and Asset Management to manage multiple bike share programs statewide. (Service Revolving Fund)
COMMENTS: This bill expands BikeShare, which currently operates with 12 bicycles in Sacramento only. The program allows state employees to use bicycles to travel to nearby meetings or run errands during the workday. To participate, employees must sign a waiver and complete a training that includes program information and bicycle safety instructions.
The BikeShare program is located in downtown Sacramento in the State Garage at 1416 10th Street. Users are not charged for bicycle rentals and the program is run by the existing vehicle rental program staff at the garage.
This bill specifies that DGS can choose a maximum of three additional locations per year throughout the state that the department determines are feasible and reasonable.
The program is required to provide a helmet and bicycle lock with the bicycle rental. The current program already provides locks and helmets. Participants agree in the terms of the program waiver to wear a helmet while riding.
The author states that the current program "offers a lower-cost, healthier mode of transportation than cars, while also reducing greenhouse gas emissions and improving air quality. This simple expansion of a successful program will help diversify transportation options for state employees."
According to DGS, since the program's inception in May 2016, there have been about 330 bicycle reservations through March 2017. This represents an average of about 30 per month.
While there's a large number of state employees concentrated in downtown Sacramento, the number of reservations has been relatively low. It is unclear how many state employees located in other parts of the state would participate in an expanded program. However, this bill gives DGS the discretion to determine where additional sites would be appropriate.
Recent amendments removed a requirement to incorporate an online bicycle reservation system. Eliminating this system could reduce costs.

This bill requires the Department of General Services (DGS) Office of Fleet and Asset Management to expand the State Employee BikeShare Program (BikeShare) to state employees throughout the state, as specified. Specifically, this bill:
- Provides DGS discretion to choose locations for new BikeShare sites.
- Sets a maximum of three new sites per year.
- Requires an online reservation system.
- Requires BikeShare to provide a participant a helmet and bicycle lock when renting a bicycle.
FISCAL EFFECT:
- Onetime BikeShare startup costs to DGS of $12,000 per location for bicycle and equipment purchases and maintenance service contracts. New programs would be limited to three new locations per year, thereby limiting annual startup costs to $36,000. (Service Revolving Fund)
- Ongoing annual costs to DGS of $138,000 for one Associate Governmental Program Analyst within the Office of Fleet and Asset Management to manage multiple bike share programs statewide. (Service Revolving Fund)
COMMENTS:
- Purpose. The author states that the current program "offers a lower-cost, healthier mode of transportation than cars, while also reducing greenhouse gas emissions and improving air quality. This simple expansion of a successful program will help diversify transportation options for state employees."
- Background. DGS currently runs a BikeShare program that started in Sacramento in May 2016. The current program has 12 bicycles in various sizes and configurations. Through the BikeShare program, state employees working in the Sacramento area have the ability to travel to nearby meetings and run errands on a bicycle during the workday. An employee must complete the state employee online safety training and sign a liability waiver and release agreement in order to become eligible for the program. Once eligible, participants can make an online reservation to pick up the bicycle at the State Garage dispatch office. Since its inception in May 2016, the program has averaged 30 reservations per month.
The current program is funded from existing DGS funds through the Department’s Service Revolving Fund. The initial costs for equipment and maintenance, and ongoing costs for dispatch staff to manage the program, were absorbable within existing overhead funds. However, an expanded program would require additional expenditures that would likely not be absorbable.

SENATE VOTE: 40-0
SUBJECT: State vehicles: bicycles
SUMMARY: Requires the Department of General Services (DGS) to expand the State Employee BikeShare Program (BikeShare) throughout the state, as specified. Specifically, this bill:
- Provides DGS discretion to choose locations for new BikeShare sites.
- Sets a maximum of three new sites per year.
- Requires an online reservation system.
- Requires BikeShare to provide a participant a helmet and bicycle lock when renting a bicycle.
EXISTING LAW requires state agencies with parking facilities to include bicycle parking.
FISCAL EFFECT: According to the Senate Appropriations Committee:
- Potential costs to DGS for BikeShare startup costs in new locations. Each new program location would cost approximately $12,000 in startup costs including bicycle and equipment purchase and maintenance service contracts. New programs would be limited to three new locations per year, thereby limiting annual startup costs to $36,000. (Service Revolving Fund)
- Ongoing costs to DGS of $138,000 per year for one Associate Governmental Program Analyst within the Office of Fleet and Asset Management to manage multiple bike share programs statewide.
The program is required to provide a helmet and bicycle lock with the bicycle rental and to use an online reservations system. Currently, the reservation system is online and the program already provides locks and helmets. Also, participants agree in the terms of the program waiver to wear a helmet while riding.

This bill:
- Requires the OFAM, within DGS, to expand the State Employee BikeShare Program to state employees throughout the state at any location DGS determines that it is feasible and reasonable to do so.
- Requires DGS to prepare and administer a program, consistent with the provisions of this bill that offers state employees the ability to travel to nearby, meetings and run errands on a bicycle during the workday.
- Requires the Program to incorporate an online bicycle reservation system.
The OFMA currently offers state employees working in the Sacramento area the ability to travel to nearby meetings and run errands on a bicycle during the workday. All state employees can participate in the BikeShare Program.

- Requires that a participant of the program shall be provided with a bicycle, helmet, and bicycle lock.
The OFMA currently offers state employees working in the Sacramento area the ability to travel to nearby meetings and run errands on a bicycle during the workday. All state employees can participate in the BikeShare program.
Suggested amendment. The bill, as currently written, would require DGS to expand the BikeShare Program to every state employee throughout the state, even in places where such a program would not be feasible. Therefore, the author may wish to amend the bill to specify that the BikeShare Program should only be expanded to locations where DGS determines that the BikeShare Program would be feasible.
This would reduce cost as well as provide DGS with the flexibility to consider program feasibility throughout California.
