ARGUMENTS IN SUPPORT: The author states:
SCR 120 declares April as California Safe Digging Month.
California law provides a free service for excavators to avoid damaging underground utilities. This can include anyone from a utility or a contractor, to an individual doing work on their home. First, a person planning to excavate calls 811 or contacts Dig Alert on the internet. Second, the 811 service contacts any utility companies that may have underground utilities in the area. Third, the utility marks the location of any underground infrastructure, and the excavator begins to safely dig.
The spray-painted marks on our sidewalks and streets that you see identify the underground infrastructure. The call centers in our state cumulatively received about 1.7 million requests from excavators in 2017 to identify underground infrastructure.
“Calling Before You Dig” is a valuable service for homeowners, contractors and utility companies. It protects Californians from injury and death and prevents utility damages.
