Thank you, Mister president. I rise with great pride to present Senate bill 296. Senate bill 296 would provide distancing exemption on the first million dollars of assessed value of an eligible property.

This expansion would provide a total exempt exemption from property tax on the first million dollars of the assessed value of the principal place of residence of a qualifying low income disabled veteran and exempt half the value of the first million of the assessed value of such property for all other qualifying disabled veterans. The people who will qualify for these property tax exemption served our country with honor and distinction.

If not in combat, mostly during war time. Maybe they served in one of the 44 military installations in California. Also home to the first and oldest veterans home in the nation to care for the aging veterans. Housing affordability remains a significant concern for veterans, with nearly 35% of veterans paying more than 30% of their income for housing. There are over 11,000 veterans experiencing homelessness in California, the highest percentage of any other state.

Disabled veterans want to live in this wonderful state, but they too are feeling the squeeze of current economic condition. We must do more to ensure our veterans can afford to live and work in California, also thriving to end veterans' homelessness. I respectfully for ask for your aye vote.

Thank you, Mister president. Colleagues, I rise in support of SB 296, which honors the service and sacrifice of disabled veterans by providing meaningful property tax relief for them and their families. More specifically, this bill provides a 50% property tax exemption for disabled veterans and their spouses on their principal residence and a full exemption to those households where their income is lower than $83,474 adjusted annually for inflation. Both exemptions are capped at at the first $1,000,000 of the property's assessed value.

This is a meaningful step forward, reducing the financial burdens for disabled veterans and their families, helping ensure that eligible veterans can remain in their homes and maintain their greater financial stability.

I respectfully ask for an aye vote and thank the author for his work on it.

SB 401 gives a Fair Political Practices Commission limited authority to extend certain filing deadlines under the Political Reform Act when a declared emergency is reasonably likely to affect a filer's ability to file on time. The Assembly amendments add important safeguards by limiting any extension to no more than sixty days, and it prohibits extensions for campaign reports or statements due within ninety days before an election.

Several amendments were taken to the Assembly to address concerns raised by opposition, specifically the addition of subsection I two, the information practice act of 1977 by the Assembly, multi disciplinary team process, such social workers, are brought in to provide domestic violence survivors and their children with housing and services, that those state workers remain subject to state privacy laws. Assembly amendments also added subsection C2.

I'd like to clarify that subsection C2 does not require a county local health jurisdiction or multi-service disciplinary team to create or maintain a new record-keeping system or a new case.

As such, this section does not impose a new unfunded local mandate. It simply codifies existing record-keeping requirements. This bill is intended to help ensure more coordination in our efforts to address homelessness statewide. Respectfully ask for an aye vote.

Amendments taken to—in the Assembly—authorize local governments to perform emergency summary abatement of abandoned or inoperable vehicles that are creating an imminent health and safety hazard, that cannot be towed or otherwise moved. In addition, this bill would amend the current requirement for local governments to be able to remove such vehicles without requiring that both the vehicle be determined to be a public nuisance and that the property owner sign a release.

In such instances, it can be very difficult to find the owner of an abandoned vehicle and the vehicle may not be capable of being towed—towed. This bill has bipartisan support, and I respectfully ask for an "Aye" vote on the amendments.

This narrowly tailored legislation allows two of these signs to display businesses and medical services and directional information.

This—that bill included language access provisions requiring agenda translation, additional language, and expand outreach, set to take effect July 1st of this year. Due to concerns from language access advocates, SB 1187 removes those provisions, adds findings and an urgency clause, and alleviates cost pressures on local governments.

Thank you, Mister president. SB 874 fixes a safety loophole for children receiving autism behavioral health treatment services such as ABA therapy and Medi Cal program. This bill requires all employees of behavioral health treatment services who interact with patients to be background checked. The Assembly amendments expand the type of background checks that are permissible for employers to use.

We also work with DHCS to allow DHCS to utilize existing stakeholder forms and add stakeholder written comment opportunities to review the existing behavioral health treatment standards rather than a stand alone stakeholder work group to minimize the cost of this bill in a difficult time in the Medi Cal budget.

SB 1374 provides greater clarity for California law regarding custody, parentage, parental fitness, and those circumstances helping to ensure that the interest of safety of the victims and the children remain paramount. Members, this is a very important bill.

AB 2248 closes this information gap by requiring local education agents—agencies—to annually inform parents and the guide guardians of students in ages 7 through 12 about the initiative's benefits and encourage them to create parent accounts. This commonsense measure has no registered opposition, received no no votes, and advanced through the Assembly on consent. Thank you, mister president. I rise on behalf of Assemblywoman Johnson today to present Assembly Bill 1632, which streamlines a vital public safety tool for property owners and law enforcement. AB 1632 makes one simple and common sense change, removing the notary requirement from trespass letters filed under penal code section 602, and replacing it with a penalty of perjury statement that will now be required.

Currently, property owners must find, pay for, and file a notarized letter every twelve months just to ensure police can protect their property in their absence. Often legally unable to proactively remove trespassers, leading to potential public safety hazards.

Unauthorized occupation, vacant lots, structural fires and wildfires by making it clear to maintain an active a 602 letter. We will allow officers to intervene proactively before a trespass incident turns into public safety hazard. Assembly Bill 1632 follows my own work and my own bill, Senate Bill 602 from 2023, which strengthens the 602 letter process by increasing their duration from thirty days to one year.

This bill is sponsored by the city of Riverside and is sponsored by the League of California Cities, Southwest California Legislative Council, the California Police Officers Association, and more than 20 individual cities across the state. It has received unanimous bipartisan support and no no votes.

AB 1794 allows prescribed enterol formula to be delivered directly to a patient's home rather than requiring them to travel to a pharmacy to pick it up. Enterol formula provides medically necessary nutrition for people who cannot eat or absorb food normally. For these patients, it's essential for their health and well-being.

Many of these patients are medically fragile and trips to the pharmacy can create unnecessary challenges. Pharmacies already safely deliver medications requiring significant monitoring and special handling. Patients should be able to have the nutrition they depend on delivered to their homes. SB 1794 removes an unnecessary barrier and makes it easier for patients to access the care they need. I respectfully ask for your aye vote.

Boards of supervisors are required to fund the day to day operations of county jails, and counties pay massive legal settlements when things go wrong. However, boards of supervisors have no direct authority to improve jail practices.

This bill seeks to bring balance to jail governance responsibilities under a confirmation process. The sheriff would have the exclusive authority to nominate a jail administrator and the board of supervisors would have the authority to confirm or deny the nomination based on relevant factors. The bill was shaped by collaboration with county supervisors, law enforcement leaders, and organizations like Smart Justice, the NAACP, and the Prosecutor's Alliance. VEBA is a tax-exempt Joint Labor Management Trust, managed by the California Schools Voluntary Employees Beneficiary Association, to pay for qualified medical expenses. Managing such expenses through a Joint Labor Management Agreement Trust, and trust empowers participating employers to establish self-funded programs and negotiate with health insurance for better rates and benefits on behalf of all of their members.

This bill enables the pilot's interim reporting deadline to be completed within the extended pilot period itself. This is an important test for whether alternative payment arrangements between self-funded purchaser and providers can lead to savings and improve quality of care. Preliminary data from the pilot shows heartening improvements in health diagnostics and statistics, for members and patients. In conclusion, this program is a promising solution for health care affordability. Respectfully ask for an aye vote.

AB 744 updates California's tide house laws by establishing a clear 500 milliliter limit for certain wine and dis distilled spirits that manufacturers and wholesalers may arrange, restock, or service for off sale retailers. Current law already allows these limited services, but relies on outdated distinctions around what qualifies as single serve container.

AB 744 replaces that standard with a clear volume limit that applies whether products are sold individually or in multi packs.

Importantly, the bill maintains California's tied house protections and limits these activities to the licensees and services already authorized under law. AB 744 modernizes an outdated requirement while maintaining appropriate safeguards. I respectfully ask your aye vote.

Thank you, Mister President. When this bill was first introduced, earlier this year, it was in a very different form. There's been extensive feedback and a collaborative process among the Coastal Commission, City of Santa Monica, and environmental housing and mobility advocates. And ultimately, the City and Commission reached an agreement that puts Santa Monica finally on a path toward a certified local coastal program. So, the bill before you today, represents a win win approach and enjoys the support of the Coastal Commission.

Consistent with agreement to quickly move forward with an LCP, this bill now provides clear timelines, accountability measures, and reporting requirements designed to ensure that the LCP for Santa Monica is completed and implemented. It concurrently provides for smart climate strategies, by giving the Coastal Commission new tools to support investments in transit, bike lanes, and pedestrian transportation across the State by creating an expedited statewide permitting process within the commission's jurisdiction for bike, transit, and pedestrian projects.

It also requires the commission to publicly report data on the approvals of these projects, providing greater transparency to the legislature and the public. So this bill now brings the parties to the table, supports the city of Santa Monica in certifying an LCP that will preserve the commission's authority and ability to protect beaches and cultural resources from activities that threaten sensitive habitats. The bill in its current form has received unanimous bipartisan support, and I respectfully ask for an aye vote.

AB 2076 strengthens California's existing Parents Accountability and Child Protection Act to address the abuses of nitrous oxide in three ways. It adds nitrous oxide to the list of highly dangerous pro products requiring age verification for online purchases.

It prohibits using gift cards or store credit to purchase nitrous online, cutting off a common workaround, and it increases civil penalties for large companies that fail to age verify the purchaser of these products.

Nitrous oxide, also known as Whippets, is increasingly reaching kids through a few clicks and a prepaid gift card. It's cheap, easy to find, and delivered with little to no barrier. Regular use can cause nerve damage, B12 deficiency, paralysis, and even death. The high itself is commonly described as killing brain cells. No parent should have to worry that their child can order nitrous oxide as easily as they can order a book.

For these reasons, I respectfully ask for your aye vote on AB 2076.

Thank you, Mr. President. On behalf of Assembly Member Kalra, I am pleased to present AB 2367, which will require state-run healthcare facilities to report quarterly on staff vacancies over time and contract staffing.

Per the direction of the Joint Legislative Audit Committee, the state auditor reviewed staffing levels at the California Department of Corrections and Rehabilitation, Department of Developmental Services, and the Department of State Hospitals last year, and in all facilities they reviewed, the auditor found the staff vacancy rates increased, which resulted in a reliance on contract workers which cost more per hour than their state civil service counterparts, even after considering the non-wage costs associated with state civil service employment as a benefit.

To promote transparency, accountability, and oversight, the auditor recommended all three departments immediately require their facilities to track; report their staffing levels publicly with explanations for any missed minimums. AB 2367 codifies the auditor's recommendations, and I respectfully ask for an aye vote.

However, this program lacks uniformity as there are varying administrative methods, leaving parents to miss their chance at a life changing opportunity to fix their financial situation.

This bill ensures local child support agencies have readily available contact information, a clear timeline for processing cases, and gives parents an opportunity to contest agency actions. AB 2395 helps address the cycles of poverty that many Californians are trapped in due to endless government-owed child support debt. For these reasons, I respectfully ask for your aye vote.

It requires CAL FIRE and the California Department of Corrections and Rehabilitation to ensure that fire camp participants who complete the required training receive official certification, allowing them to work as a CAL FIRE hand crew firefighter after release.

Thank you. AB 2534 extends protections under the Domestic Violence Prevention Act to allow individuals to obtain a restraining order on the basis of a forced marriage or attempts, threats, or preparation to compel marriage. Survivors of forced marriage frequently experience overlapping forms of abuse, including threats of violence, isolation, financial control, and immigration-related threats.

While existing law recognizes coercive control and conduct that disturbs that peace of a protected party, it does not clearly list forced marriage as a basis of a restraining order. As a result, survivors are often unaware whether their situation is covered by the DVPA and left with few options to escape.

This bill will empower survivors by extending protective orders under the DVPA to explicitly include forced marriage and allow these orders to cover all parties. Additionally, this bill will prohibit the facilitation of any marriage for the protected party, require that travel documents be returned, and ensure that protected party is not prevented from going to places like school, attorney meetings, medical appointments, or other activities. This has received bipartisan support and has no formal opposition.

AB 2656 ensures public employee organizations receive advanced notice of proposed generative AI use, allowing them a meaningful opportunity to provide input on its development, introduction, and use in the workplace. AI is increasingly used in public sector workplaces often without advanced notice to affected employees. Without transparency, employees may face decisions made by systems that do not understand, creating risk of bias, errors, and insufficient human oversight.

AB 2656 establishes a clear requirement for public employers to provide at least forty-five days written notice to recognize employee organizations before developing, purchasing, implementing, or using generative AI to perform work within represented job classifications.

Importantly, this bill does not prohibit or limit AI use. It simply ensures notice and communication. This bill has received bipartisan support, and I respectfully ask for an aye vote. Thank you.

Thank you, Mister president. I rise to present AB 31 on behalf of Assembly member Ramos. AB 31 is another part of the legislators long standing effort to address the missing and murdered indigenous persons or MMIP crisis in California. Just last year, the state established the tribal police pilot program, which grants tribal law enforcement officers state peace officers authority. However, this program is set to expire in 2029.

Although this program is a big step forward, towards addressing the crisis, participants must undergo a rigorous process to fulfill the conditions of the program. This means a tribe with limited resources to ensure compliance must decide between extensive workload for a program that is set to expire, or they can choose a to divert resources elsewhere being unable to participate in this groundbreaking program.

With an ever increasing level of cases throughout the state and not enough local or state resources being allocated to protect tribal communities, we leave them feeling disregarded. This bill would make the tribal police program permanent, allowing for the time necessary to ensure our tribal partners and Department of Justice to get the program running effectively and efficiently, and can do the work it set out to do and to achieve its goals.

Implementing this policy change will bring much needed resolutions and solutions to tools to help address the crisis in our state. I respectfully ask for your aye vote.

This bill by Assembly Member Berman would extend until January 1st of 2031 California's current prohibition on distributing deepfakes and manipulated media of political candidates within 60 days of an election unless labeled as manipulated. This will ensure that California law continues to dissuade the creation and distribution of nefarious election-related deepfakes and other manipulated content, and I respectfully ask for an aye vote.
