- Author’s statement. According to the author, “We are in the middle of a housing crisis. With a lack of affordable housing and a growing unhoused population, our housing crisis should be our first priority. Urging Congress and the President to act and sign the Housing Crisis Response Act of 2023 is a crucial step on putting our money where our mouths are by fully investing in and tackling our housing crisis head on.”
- Additional federal funds for housing assistance. This resolution supports the following proposed federal legislation:
- The Housing Crisis Response Act of 2023 (H.R. 4233, Waters), which would provide over $150 billion for affordable housing, including investments in public housing, supportive housing, housing vouchers, revitalization of distressed multifamily properties, hazard and climate mitigation, fair housing investigations, and first time homebuyer assistance.
- The Ending Homelessness Act of 2023 (H.R. 4232, Waters), which would transform the Housing Choice Voucher program into a federal entitlement, allowing every household who qualifies for assistance to receive it. It would also ban housing discrimination based on income and veteran status.
- The Downpayment Toward Equity Act of 2023 (H.R. 4231, Waters), which would provide $100 billion in direct assistance for first-time, first-generation homebuyers, including down payment assistance, closing costs, and assistance in buying down mortgage interest rates.
Related/Prior Legislation

SUMMARY
Requests the United States Congress to pass the Housing Crisis Response Act of 2023 (H.R. 4233), the Ending Homelessness Act of 2023 (H.R. 4232), and the Downpayment Toward Equity Act of 2023 (H.R. 4231), and requests that President Biden sign those acts into law.
Major Provisions
COMMENTS
Housing Crisis Response Act of 2023: The Housing Crisis Response Act of 2023 would provide more than $150 billion in fair and affordable housing investments, representing the single largest investment in affordable housing in the nation's history. These funds would be spread amongst a variety of housing programs, including the Housing Choice Voucher program, public housing, low-income housing preservation programs, tribal housing, the Community Development Block Grant, new first-time/first-generation homebuyer assistance programs, and more. The bill is estimated to create nearly 1.4 million affordable and accessible homes, help 294,000 households afford their rent, and address the racial wealth gap through the first-ever national investment in homeownership for first-time, first-generation homebuyers.
Ending Homelessness Act of 2023: The Ending Homelessness Act of 2023 would transform the Housing Choice Voucher program over eight years into a federal entitlement so that every household who qualifies for assistance would receive it. The bill would also ban housing discrimination based on source of income and veteran status, and expand funding for the Housing Trust Fund and McKinney-Vento programs to fund the creation of permanent supportive housing for people experiencing homelessness.
Downpayment Toward Equity Act of 2023: The Downpayment Toward Equity Act of 2023 would provide $100 billion in direct assistance to help first-time, first-generation homebuyers purchase their first home, including assistance for downpayments, closing costs, and to help buy down mortgage interest rates.

Arguments in Support
According to City of Los Angeles Mayor Karen Bass, "Our nation's housing and homelessness crisis demands immediate and comprehensive action at all levels of government. In Los Angeles alone, tens of thousands are experiencing homelessness, and countless more are on the brink of homelessness due to the rising costs of housing. This crisis disproportionately impacts communities of color, perpetuating a cycle of poverty and economic disparity. This legislative package introduced by Representative Maxine Waters would deliver unprecedented federal investments in public housing, affordable and accessible housing, and community development."
