SUMMARY
Amends the 2025 budget act to provide an additional $90 million General Fund for reproductive health care providers.
Deletes the previous contents of the bill and instead inserts a provision for an additional $90 million General Fund for reproductive health care providers.
COMMENTS
Federal funding changes pursuant to 2025's H.R. 1 prohibits federal Medicaid funding for Planned Parenthood nationwide for one year, ending July 3, 2026. More than 80% of the nearly 1.3 million patient visits Planned Parenthood affiliates in California provide annually are reimbursed by Medi-Cal.
This bill provides $90 million General Fund in additional support for reproductive health care providers during the 2025-26 fiscal year. This funding would be in addition to the $146 million ($90 million managed care organization (MCO) tax funds and $56 million Abortion Access Fund) already contained in the 2025 Budget Act, for a total of $233 million for the fiscal year.
This bill would amend the 2025 Budget Act, SB 101 (Wiener) Chapter 4, Statutes of 2025, which was subsequently also amended by AB 102 (Gabriel) Chapter 4, Statutes of 2025, AB 104 (Gabriel) Chapter 77, Statutes of 2025, and SB 105 (Wiener) Chapter 104, Statutes of 2025.
